These two values are used in conjunction with the HAT/HAA values to give us the MDA/DH.
The first number is the REQUIRED CEILING in ft. AGL (as ceilings are always measured). This number added to the TDZE/Field Elevation will ALWAYS be LARGER than your MDA/DH. This ensures that you 'break' out of the cloud ceiling PRIOR to reaching your Minimum descent altitude.
The second number is the REQUIRED VISIBILITY for the approach. In this example, we must have 1¼ mile visibility to land.
These minimums MUST be met in order to LAND with the published approach you have chosen. You can 'shoot' ANY approach under lower conditions, but can NOT have the INTENT to LAND unless the weather minima are met.
